Robert “Rob” A. Moulton, 69, of Gray, ME passed away, due to a longtime illness, at Lahey Hospital in Burlington, MA on April 26, 2026. He was born in Portland, ME on February 21, 1957, son to the late Everett Granville and Zola “Faye” (Barbour) Moulton. 

Chief Moulton began his career at the Scarborough Police Department in 1977 as a Reserve Police Officer. His titles changed throughout his 44-year career and ultimately led to him becoming the fourth Chief of Police in the department’s history in April of 1999.

On a more personal note, Rob was a compassionate and caring man who loved racing, snowmobiling, living on the lake and spending time with those he cared about; especially his best friend, Marlea-Grace. Marlea-Grace met Rob on November 4, 2019 when she began working as Scarborough Police Department’s first-ever community comfort dog.

Rob is survived by his devoted wife, Susan W. Moulton; his sons, Christopher and Jonathan; his brother, Everett; several nieces and nephews; and his loving support dog, Marlea-Grace. He was predeceased by his sister, Cheryl “Cherie” and brother, Richard. 

Chief Moulton’s Funeral Service will be held on Friday, May 8th at 11am in the new Public Safety Building, 275 US Rt 1, Scarborough – the very building that he and retired Fire Chief Mike Thurlow began working on in 2017.
