Obituary

Regina (Picard) Minott, 77, of Scarborough, passed away peacefully at home due to congestive heart failure with her family by her side on Sunday, October 19, 2026. She was surrounded by a Wall of Love from her family and friends. She was known to all by the loving names of Reggie, Mom, Titante, and her favorite name…Memere!

Reggie was born on November 16, 1948 to Aldric and Ida (Dionne) Picard of Bucksport, ME. She attended Bucksport Schools and was active in band, school musicals, cheering, class officer, Honor Society and was Prom Queen. After graduating from Bucksport High School in 1967, Reggie attended Farmington State College, graduating in 1971 with a teaching degree.

She dedicated her life to a teaching career working in Waterville, Brunswick and Windham, ME schools. Reggie had a special skill in reaching out to all her students, making them feel welcomed and respected. It was often that the hard to reach and hard to teach students would end up in her classroom where she embraced them and worked her magic. It is no wonder that she was honored by receiving a “Who’s Who Among America’s Teachers” award.

As a working Mom, she steadfastly ensured that her three daughters had the love and nurturance to allow them to thrive. Always present at their school functions, plays, speech tournaments and ball games, Reggie showed her unwavering support. She was even once awarded the “Cinderella Award” for the countless hours she dedicated doing backstage work for the Oak Hill Players.

The sparkle in Reggie’s eyes really glowed when the grandkids came to visit. Memere always had just the right snack or meal ready for their arrival. The “Queen of the Kitchen” was regaled for her famous Chicken Vegetable Soup, Apple Pies and homemade Strawberry Jam. Her house was filled with love and fun times, family dinners, splashing in the pool, puzzle making and card games. Her perfect 29 point hand in a cribbage game with Jim will go unequaled!

Always enjoying her many road trips with Jim, upon retirement in 2010 they embarked on a 9,000 mile cross country excursion, visiting many of the country’s beautiful National Parks. In their four trips driving across the USA over the years, they had visited 46 of the lower 48 states. Back in Maine, their Miata brought them on countless “Topless Cruises” exploring back roads and chasing sunsets…somehow all the trips seemed to end up at a favorite ice cream stand or seafood restaurant.

Regina’s Catholic Faith was an important part of her life, and she was a long-time parishioner of St. Maximillan Kobe Church in Scarborough, ME. For many years she sang in the church choir and taught classes in their religious education.

An avid reader, Reggie enjoyed her monthly Book Club gatherings. While discussing their readings might have been the objective of these meetings, Reggie used this time to hone her friendships with this special group of ladies.

For many years she was an officer and member of ADK sorority, an honorary group of retired teachers whose work entailed altruistic contributions to the community.

Long-time friendships were important to Reggie. Even though many years had passed since her college days, she maintained her close and loving relationship with her Iota Sisters. She was also a founding member of the Fishing Wives. This fun-loving group gathered to go on destination adventures while their husbands headed off on fishing trips.

Survived by her husband, Jim, of 52 years, Regina also leaves her three daughters, Sarah Mogan and husband Nate of Windham, ME; Laura Sanders and husband Ty of Huntington Beach, CA, and Diana Minott of Shapleigh, ME. Her grandchildren include Willow and Wyatt Washburn, Wesley Mogan, Kyla Hebert, Miya and Koda Sanders. She is also survived by her brother, Roger Picard and his wife, Gayle, of Abbot, ME. Reggie leaves behind countless cousins and the extended Cloutier family.

Reggie’s legacy of love, devotion and strong moral values will be carried on by those she loved and touched throughout her lifetime.

Visitation will be held on Monday, November 2nd from 9:00-10:30 AM at the Hobbs Funeral Home, 671 US Rt 1, Scarborough, ME. This will be followed by a Mass of Christian Burial at 11:00 AM at St. Maximillian Kolbe Church, Black Point Road, Scarborough, ME. A reception will follow at the church. Burial will be at the Calvary Cemetery at a later date.

In lieu of flowers, donations can be made in her memory to The Windham Backpack Program that provides nutritious meals for students in need. Your donation may be sent to:
